I'm going to go to an anime convention with a friend and I'm planning to go as Kanna from Inuyasha.

I chose her mainly because she's cool and her outfit's pretty simple.
My biggest concern though is her mirror and wig. I don't have really a good idea on how I'll be able to make her mirror and I don't think I can afford a wig...

The mirror wouldn't be too difficult. I've seen perfectly sized round mirrors at craft stores, and you could do the frame out of sculpey or Model Magic, any sort of plastic clay.
How much is too much for the wig? You can get a long white wig for fairly cheap, probably around $40-$45. It's fairly easy to get Kanna's style. The bangs would be the most difficult part, and there are tutorials available that can help you. Or look for a wig that already has bangs; even if they're not perfect, you should be fine.
There is always the option of using your own hair and either leaving it natural with just her flowers, or using a temporary white hair spray. The drawback would be that you don't have bangs (and Kanna's heavy bangs add to her childish look), and that those temporary sprays make your hair stiff. But if you don't want to pay for a wig, it's probably your best option.
