For a con, I'll be cosplaying an original design of Garnet drawn by vampiric-angel, a user here and on deviantart.
There are, however, a few things I will need help with before I start actual construction on the garment.

1.) As shown in the attached image, the bodice is a light green and fades down to just the beginning of the skirt. Would there be an available fabric somewhere? Or will I have to dye it? If I were to dye it, how would I go about doing it?

2.) Patterns. I've been having trouble finding a pattern for the costume, so any help or suggestions would be much appreciated.

I think it's pretty close to what you are looking for. I would suggest browsing through pattern sites like simplicity, mccalls, butterick, vogue patterns, etc. Bridal/prom gowns are most likely to have the same pattern as the one you are looking for and there may be halloween patterns that match as well.

Thank you! That one would work if it had sleeves. I'm not good at making sleeves, so it would be quite difficult to alter. However, it will sill come in handy.

I'm doing something similar with garnet, but i'm doing a black mage garnet. im picturing her outfit to be reminiscent of lulu's mixed with some details from her original physics-defying orange jumpsuit. that pattern should come in handt for me too, so thanks!

For the green issue I would say Tie dye? it might help.

... There actually is a fabric like that O.O .. I bought 18 yards of it in pink.. .. The trouble is finding it..
I bought it from a canadian wholesaler.. they're called "Telio" ...

Yep.. But the fabric isn't on the site.. I checked.. =( .. I found the pink stuff in their Toronto office.. They had it in a bunch of different colours.. I know at least one of them was green. (I'd go back, but it's all by appointment only, and I have no idea how soon I could get in again..)
But, the fabric does exist O.O ... I'll check around some fabric stores here.. I've seen some Telio fabrics in the area.. One of them may carry it... I'll take pictures =) ..

.. I've attached a picture of some of the colours they had at the toronto office... Didn't take a picture of green, but it's poking out at the bottom (At least, I think that;s it.)

I'm not sure about the green one, But some fade to white, others fade to very light colours..
The black, and yellow ones fade to white, the pink ones fade to really light pink.. (Didn't really look at the green one when I was there, so I'm not sure)
