Though it would be nice if you posted a reference image.

I googled it myself and it simply looks like you could alter rather easily a pair of platform sandals (girls sandals, so if you're a boy add 2 to your size to get your womens size). Simply thicken/add the over the foot strap and use fabric to make his ankle loops.

The same to you. If you're going to give advice on something you don't know about, Google it or ask the OP for a reference picture. Yoh wears sandals. I don't think it's something you would use a boot cover for.

Anyway, back on topic, are you going for his wooden sandals or his black ones?

If it's the black ones, you can do what o01101011 said by altering black sandals and adding the ankle loops. But for the wooden ones, I haven't seen any that are that tall and that flat (wooden platforms are usually higher at the heel). Maybe you can buy foam platforms similar to this http://www.6pm.com/product/7189772/color/6, replace the strap, and paint it to look like wood?
