Checking out the Anime&manga thread and makeup technique would probably find a fair few tutorials as this has been discused ad infinitum, but I'll tell you how I made mine; best results I've gotten were by a black henna tattoo (if you can afford it), just be sure to take the design to the person (or have a friend draw it for you if they can use the stuff. It's not hard, I used to do home henna on myself all the time). Just be careful you're not allergic to black henna or hair dye or the chemicals in such beforehand, as it can be nasty if you are. OTHER way I usually know of, is take a black sharpie, cut a stencil and use the stencil to draw it on. It might stain your clothing, though.

You can always get the temporary tattoo paper and print your own.

draw it on with eyeliner in the mirror (or stage makeup)...thats what i did for the butterfly tattoos when cosplaying yoruichi.
There is also a makeup sealant that cost about $5 at large costume shops. i wouldn't use sharpie even though it works, its not made for skin, but making a stencil wouldn't be a bad idea...I made one out of adhesive craft foam for an ANBU tattoo.

well i bought a temporary tatoo sheet from an anime store but i sugguest using a washable marker and using a stencil. u could also use black eye liner or make up instead of a marker

Only drawback to the eyeliner, is it rubs off like woah. It took me several washes and some borax to get it out of the inner collar of my Sasuke shirt when I tried that one.
