What is it made out of? I can't really tell, the photo is kinda dark.

It doesn't really look bad, but I'm not sure what you think the problem is.

try coating the cardboard in clay to hide the cardboard ridges and make things look smoother.

It's made outta cardboard.
It looks better now than before because I trimmed down the pointy eages to make them curve.
I also added white 'shiny' spray paint
I think the clay idea will work great!
I'll post a picture of it later when it's totally done

I think the clay would work really well. Also, try making the "teeth" more uniform. I think that would help a whole lot. Other than that, you did great!

Indeed you can make the cardboard as a base. However, it's almost impossible to get cardboard to get intricate in shapes/edges. So your best bet is to shape something on top of that cardboard using clay. My recommendation is to use "paper clay". But before putting the clay on the cardboard, you must seal it with something. Because the cardboard will flex thus cracking the clay. You can make it semi hard using paper mache on top of it. Or strictly use paper mache and scratch out the cardboard (if you want), as seen here:

or you can take bits and pieces from these as well:
