Well Russia is a good choice because most cons I go to go as America and others.
If you want it cheap try places like walmart or ebay. I guess I mean heres a cosplay pic (http://neoshinka.files.wordpress.com/2009/03/ivan_cosplay_russia_aph_axis_power_hetalia_400_2.j pg)

The scarf I guess like Clarence stores like marshalls, the jacket can be the same.

But don't mind me, I'm just new here and I like to help out as much as I can. >///<

hmmm...
Threft stores and a sewing machine. It's what I can suggest. Also Since it's close to halloween you can usually find a cheap wig.

The best Russia scarves I've seen have been made of white fleece sewn into one long strip... that's not extremely expensive.

As for the rest, it's probably easier to sew his uniform from scratch. I'd offer a pattern but I don't have one (sorry OTL). I suggest brown bias tape for the brown detailing. My friend made her medal for his uniform out of clay (for the actual medal), and ribon (one piece of red for the main part, white ribbon for the stripe) and then covered part of the safety-pin it was attached to with gold paint so it looked more official.
I got my boots for my lithuania at DSW, so that's probably a good place to look for Russia's

My friend was going to throw away his Russia jacket which was like 5 sizes to big for me, but I was able to alter it to fit my size. The scarf I made out of a pale pinkish fleece which now finished measures out to 12feet long. ^-^
The medal I have is an actual soviet star which was given to me by a Russian friend. and the red and white ribbons are sewn onto the jacket.
My boots were cheap pirate boots from the costume store which I cut the cuff and added a cream colored fabric to make it look like the boots from the anime/manga.
My wig is also my Switzerland wig.
The pipe is made of PVC and textured spray paint.
The pants and shirt I use are things I wear to work.
And thats just my Normal Russia cosplay.

My bloody Costume is pretty much the same, but the jacket is covered in fake blood as is a second scarf I made.

If you want more details I can give them. ^-^

+12 for accuracy! Wow! That's really cool!

Random, I know. I just needed to say that.

^///^ When It's not on my jacket it's on my bag that I carry everywhere.
And if you like Accuracy then hows this I am learning Russian from the same Russian friend who gave me the pin. She says I do the accent better then she does and she's Russian. XD

Dude, legit! I almost took Russian. But I'm absolutely horrible with learning languages so I stuck with French. My brother (AgentSAMa, aka Ancient Rome at Katsucon and Otakon) took four years of Latin throughout highschool. So he's pretty legit too.
