The only roadblock I'm having with my Arceus (gijinka) costume I'm making is the ring thing going around its abdomen. I want it to be able to stay upwards, parallel to the ground without sagging, does anyone have any suggestions of what I should make it of?

I don't know if its gonna work but........I suggest using a hula hoop that is hold up by suspnder straps.
I know, it sounds stupid :D

My suggestion would be pink insulation foam and wire. To get the fit right, bend some wire around your waist so you have an oval/circle that matches both your waist measurement and shape. Trace that onto the foam, cut out a donut-shape around it, and cut the donut in half so you can get it onto and off of your waist. Make copies of your half-donuts, and glue them to the originals with wire sandwiched in between for strength; insulation foam is kind of brittle if it's not supported. You might have to carve out a groove for the wire by scoring the foam with a pen. You can use magnets + pegs to fasten the two halves together. Carve/sand to the appropriate dimensions and gesso to smooth it. It'll be light, it's cheap (especially if you can find a broken/damaged sheet), and you'll have craploads left over to use on other projects.

(http://i179.photobucket.com/albums/w293/raixal_the_wrath/POKEMON/aed60591.jpg) If your bodice is boned, or if it's something non-stretchy that has shoulder straps for support, you can sew eye hooks onto the bodice and glue loops of monofilament/clear fishing line onto the foam hoop. Then you can hook the monofilament onto the bodice and it'll hang around your waist. Having it hanging instead of firmly attached means it'll move out of the way if anyone carelessly walks into you.
