I'm trying to help my friend with a Tsubaki cosplay, but since neither her nor I have any patterns to work off of and I don't have have any experience without the help of patterns (as in only working off a mannequin) and i don't think she does either, we're really having trouble with the dress. So, any tips you guys can give us would be really helpful. Here's a picture if you need it.

being male, there isnt much i can help with, but, one thing to try. would be to get a dress as close to hers as you can, and alter it, by: splitting the side and then fixing it up to do the side, then either alter the same dress, OR get a separate shirt with the same top and add the stripes and star to the right side of the chest. after that. split the bottom half of the dress off (making it into a sort of skirt, then attaching it to the shirt) and finally disguising the stitching under the band that goes around her waist.
hope that helps.

...so after I wrote this, I realized the original post was last year and you probably don't need it. But I already wrote this answer and figured that maybe it might help someone. Maybe.
No patterns as in you can't find one, or you can't get one?
If you can get one, what I did was find two different patterns: One with the style top I wanted, and one with the skirt I wanted. I then did a lot of trial and error until I got the dress looking like I wanted XD
If you absolutely cannot get any patterns, here's what I would try. You could find something to alter, but I tried that and absolutely could not find the right color.
So I would suggest looking around thrift stores to try and find some sort of shirt, maybe a button up, with a good collar.Try to take the pattern from that and (probably with some trial and error) try to draft your own pattern.
