i'm planning on making Eruka Frog's (From Soul Eater) hat.

and i'm not sure where to start. I've never made any kind of hat before. Do i make a wire frame or something?

I would say to go about it like a plushie with some stetchy felt to make the rim of the hat.

I'm making Eruka's hat too. I've been looking at a lot of reference pictures, and I would strongly advise against using fan art. I've noticed that most of the images I find on google are drawn by fans, and not very accurate. Some add a black ribbon, a wider brim, or even use a different basic shape. Stick to screen shots, since those will always be true to the show.

As far as construction, I'm playing with a few different ideas now before I start. I found this frame (http://www.cosplaysupplies.com/store.php?p=CW-AB926), and I'm planning on building a plushie type of thing around it. I also might make the inside lining and brim a bit stretchy so I can pull it down over my head like the character does! XD

Eruka is one of my future-future cosplays that I will eventually find a chance to do... but I started looking up ideas for the hat a while ago. I found this Vivi Hat Tutorial (http://browse.deviantart.com/?qh=&section=&q=hat+tutorial#/d1niqqq) on deviantart and I think it's pretty helpful. I'm gonna try a method similar to it. You can always search for Eruka Frog cosplayers and try to find out how they did it as well OR even look up people that have made a Sorting Hat from Harry Potter, since it's basically the same idea.

I've decided I'm going to crochet the hat! I know it sounds crazy, but this pattern (http://www.ravelry.com/patterns/library/wicked-witch) looks so close and all I'd have to do is add the face! I'll let you know how it goes. If you know how to crochet or knit, this could be a great way to do it.
