I am new to the cosplay scene. For the next convention, I'd like to create a Kouga cosplay, but I don't know where to begin. Any suggestions?

First things first, you'll want to figure out the construction of his outfit and what fabrics and materials it is made up of.
For example, his top is some what a armor tank top (for lack of better way to describe it), with fur shoulder pads. Knowing that, you will need to figure out what materials you will use to construct it and what patterns you will need.

For things like his eyes, hair and pointed ears. Those things are easily bought, but the wig may or may not need styling. Depending on what wig you buy.

When it comes to constructing a cosplay, pick a starting point and work from there. Preferably, from the hardest part to construct to the easiest. Or whatever works for you depending on time and resources.
