So I want this outfit made by next year. Need some suggestions on how to go about making this especially the hat and mask (or is it just face paint?). Oh! Not to mention the fabric! The closest fabric I found was this...
Anything better please tell me!

Pretty much... If you want to be completely period accurate, every stripe would be a different piece of fabric. Like, strip of blue, strip of green, strip of blue, ect... And also I would suggest some gold colored cord to line every seam. Damn, complicated costume. For the pumpkin looking thighs, it's just a continuation of the pants, with a bunch of longer loose strips sewn short, so they billow.
The dublet is simple, just a vest with a high collar. Just remember to have the sleeves either detachable or sewn on under the dublet. You can see that they aren't on the same level, with the sleeves under.
The coxcomb (hat) is kind of difficult... You can either build it out of wire framing and sew on your lining over that (you would be able to hear, but it would look weird if not done perfectly) or you could do it like a teddy bear, just make it out of your fabric and stuff it with cotton or wool (It would look better, but you wouldn't be able to hear at all.
And for the mask, I would suggest one of two things. The cheaper, less fun way, is buying a guy fawkes mask and repainting it. But the more fun way is to mold your face in plaster( http://www.ehow.com/how_4583273_plaster-face-cast.html ) and then using more papier-mache make a relatively thin mask, and then shape it to look like that horrid nose and smile. The second option will fit better, but it will take time.

Yeah, I'd definitely go with alternating fabrics. For my Hellequin costume, I'm using alternating gold and purple, sewing gold fabric around thin ropes, and then sewing those between each stripe on my costume. I'm using a velvety fabric for the purple, but a more shiny one for the gold. The boots, gloves, and belt definitely look like a softer-type fabric.
I'm totally new to all of this, and probably not much help, as I'm sure my methods are unrefined and barbaric XD
