I am cosplaying Belarus (APH) and I am going to buy a flag but I'm not sure what size would be best. 3' x 5' or 2' x 3' ?? I am 5'5" or 5'7" with heels and the pole is 5' to 8'.

The pole is generally annoying since you can't really put it anywhere. My hetalia peeps bought the 3x5 flags (me as well) and we wore them as capes or blankets, and held them with our hands for photos (or had others hold it as a backdrop for photos).

Some people say it's disrespectful to use the flags as capes or blankets but they can suck it. I was born in Ukraine (USSR really, but then it became Ukraine), I grew up in Ukraine, I cosplay Ukraine--so I'll effing wear the flag of my homeland as a cape and if anyone gives me lip, I'll talk smack to them right back in Russian.

It is cosidered disrespectful to wear them as capes or use them as blankets, but you have a right to do as you wish with your own flags. Just don't treat someone else's flags badly because that can sometimes be a criminal offense.
As for flags at cons if you do bring one I'd suggest a 3x5 their a common size and are easily handled. If you are using a flag someone might be offended by like the old USSR or Nazi German flag I'd suggest that if someone asks you to put it away then you do so. You wouldn't want to cause some sort of problem at the con because of a flag.
If you want a pole of some sort I suggest buying a cheap wooden dowel rod and using zip ties to attach it by the brass grommet. If your going to carry it around a con I'd suggest either rolling it up around your pole or holding it close to yourself to keep it from hitting anyone, possibly hurting someone, knocking things over, and/or breaking things.
If you do use a pole or dowel rod I beg you to please not use them as swords and play fight with your friends. It's dangerous and might get you kicked out of the con.
If you go outside the con I would suggest leaving your flag in your hotel room just in case. You wouldn't want someone on the streets to take offense and poissbly try to harm you.
If someone tells you that your being disrespectfult o your flag like that it is touching the ground just say sorry and go on with life it's not something to freak out over and start yelling at someone. I ahve seen people be removed from cons for freaking out and yelling over something as stupid as someone didn't agree with they way they detailed their cosplay.
A con is a place for fun adn friends not from drama and yelling.
Most of all just use common sense and have fun.

I'm not only a Hetalia cosplayer (Russia, Finland, Germany, Switzerland, and Sweden) I am a historical Flag collector. I have run panels on flag care and respect. I help take care of an issue where someone at a con stole someone else's flag cut it up and burned it. The person found guilty was banned from the con and slapped with a heavy fine for destruction of property.

I heard of that >:c Made me sick to hear that people would do that. Especially since they were just "in character", right?

And as for the original question, it depends on if you're willing to carry the large 3x5 flag. I know that carrying around flags on poles can be troublesome (Two of my friends have done this, and thankfully they kept them on the poles and just carried them anyway), so maybe you'll want to go for the smaller one. It really depends on you.

Seriously!?
Why would anyone do that? And at a con with someone elses flag, really?

That's so disrespectful!
It doesn't compare and it might seem kinda petty compared but I was dressed as Canada and some guy told me that Canada sucked and then kicked my flag. It didn't bother me too much since he seemed to just be joking around but you shouldn't go around kicking peoples flags.
