Hmmm....Here's my advice...oh and note that this is just suggestions and i have SOME experience in this kind of stuff XD

For the clothing you could take a yellow jacket (Or hoodie. I would use this preferedly) and some brown felt. Cut the brown felt into two long oval shapes and then sew them to the back of the hoodie/jacket.
For the ears you could take some yellow felt that matches the jacket you have and cut out four identical "ear shapes" (you should also cut out some black felt "ear tips" too for the tips of the ears). Sew two ear shapes together for an unstuffed ear, sew the tip onto the ear and then stuff it with...well...stuffing...lol. Then close the ear up by sewing. Wash, rinse and repeat for the other ear. Then take a headband and sew the ears onto the band. NOTE:If you want the ears to stand up, then put some bendable wire into it to make it retain it's shape and make it stand upright. The extra step here is to cut two holes at the top of the hoodie's hood (if you chose the hoodie option) and then when you put on the head band and put on the hood of the hoodie, your ears wont be hurt! :)
For the tail, just take some more yellow felt plus some brown felt, and cut out two pikachu tail shapes from the yellow felt along with two brown "tail bases" from the brown felt. Sew then all together and then stuff it. Sew it closed and then Make a "belt loop" on the tail so you can attach it to your belt so it can be a little more realistic, so to speak. :D

That answers four of your questions right there my friend! Sorry, but i don't know about any makeup u could use besides marker or something similar... T.T
Hope this helps! And happy cosplaying! :)

As for the makeup, I suggest checking YouTube for emo/goth makeup tutorials. There are far too many for me to post here, however, I do like this one (http://www.youtube.com/watch?v=ZHV5523Em9w). Good luck!
