I've made the classic blue Chun-li costume but can't seem to find a good pair of boots that work with the outfit...I'm not looking for the high heeled platform boots and don't wanna buy them specially from a cosplay company...any suggestions?

You could try painting a pair of existing boots if you can find a pair in the right style.

You could also check charity shops (they'll probably have quite a few cheap boots).

For my Chun Li costume (I don't wear it anymore because my dress is terrible :( I need to get a new dress and belt made for it) I had boots like these that I bought a long time ago:

and I spray painted them white and switched the laces out for white ones. They are almost identical to Chun Li's boots as far as the style goes, so it worked really well.
To spray them you basically need to get a white primer and white spray paint (I used Latex paint and primer because I thought that would be flexible, but there is probably a better kind to use out there), prime it and then spray it, when it dries walk around in them a bit to let the paint crack where the boot folds, take them off, and primer and spray them again. Repeat this process for a few layers or until you are happy with the lack of cracking.
