Hi there! I'm in the midst of working on a cosplay from the Thor comic book series, as Lady Sif.
Specifically, this outfit:

From the looks of that picture alone, it is clear she has some armor on, at the very least, her knee caps. From this (http://www.comicbookresources.com/assets/images/preview/d31ff8ei8453/prv8453_pg3.jpg) picture, however, they seem to form into a pair of boots that are armoured?

In general, I'm not really sure what to make of the bottom of her legs in any case, and was wondering if anyone had any suggestions. Should I make the entire leg a piece of armor? Or should I adapt a boot cover/boot in a silver colour to look like armour, and then add a knee cap piece?

i think a boot cover would work best walking around in armored shoes is tough and hurts but that really depends on the material you make it out of.

or you could look up a tort on automail that would be better i think

If I would be making it armoured, I'd likely use a craft foam to make it, haha!

If you look at the first pic it looks like she's wearing brown/tan boots, with two layered knee pieces and a seperate shin piece. I can't tell whether there are any armor pieces over her feet though. Making silver bootcovers will probably just look bad IMO and not look like metal at all.

If I were you I would make/buy some brown or tan boots/bootcovers, then make the shin and knee armors and strap them on, and leave the foot uncovered by armor. Or if you want SOME kind of armor on the foot, add a piece like this:

Getting armor to accomidate the places where the foot bends is difficult, but for the rest of the leg as long as the knee can bend you're good, and with seperate pieces for the knees and shin that's easy-peasy. For actually making the armor, I recommend craft foam or single ply cardboard. Make the patterns with scrap paper and go from there. Good luck! Cool costume choice, btw! ^^
