I want to know the best way to go about Itachi's eye wrinkles, I don't think I want to resort to just a thin eyeliner to mark it. Should I put some kinda different colored foundation there then the eyeliner? either way, I don't want it to be too fake just drawn on...

They're not really wrinkles, or atleast they aren't called that. They're what folks refer to lines under your eyes, I have them naturally and lots of people do. Just take a make-up pencil a shade or 2 darker than your natural skin tone and enhance your natural lines. If you don't have them naturally then it's not too hard to fake it.

2 shades should work, but if you want to enhance the effect apply another coat. You don't want to overdo it. I have seen Naruto cosplays with much darker lines, but they rarely get the attention that subtle lines get.

To enhance it a bit more you may want to powder up. Itachi is slightly more pale than Sasuke.
