is there a maximum and minimum amount of costumes required for nekocon? i've never attended a convention before, so i really don't know these kind of things.

No convention has a "costume number". Cosplay is an optional thing you can decide to do at cons. Many convention attendees don't ever wear a costume. Nobody watches you to make sure you wear a certain amount, or anything like that. That would be kinda weird. ^_^; The only time you EVER have to worry about cosplay is if it's for competition, or if the con's area has certain rules about what you can wear (in general, you'd want to stay decent).

umm one more question... is a skit required aswell? because when i looked at the rules, it seemed as if the skit is a highlight

If you don't want to be in a skit, you can do a walk-on in the Masquerade or you can enter the Hall Contest.

You dont have to do anythign with cosplaying, some people do it because it's fun you can wear your costume and just walk around in it, if you choose to you can do a skit, or enter in a hall contest and such. Cosplay is a optional thing that people do for the love of it!
