Best way to defy gravity and remain fluffy

I'm trying to figure out the best way to make Ocarina's hair below... I can imagine I'll be teasing my wig (which is just a standard bob wig) but I'll need something to hold it up... I've used glue in wigs before, but that makes the hair have a straw look while her hair is fluffy... any ideas? ^^

I would suggest tipping the wig upside down and spraying it with hairspray, and syyling it before it dries, while upside down
