Advice on making a cloak

Hello, i am new to cosplay and have never cosplayed before - and although i can sew and have used a sewing machine before, i have never created anything like clothing...

Anyway, i want to cosplay as Negi Springfield from Negima! - as it seems quite simple, however im unsure as how to go about making the cloak -

Negi is the male character.

That looks more like a trench coat than a cloak... Try to find a basic trench coat pattern (like the one from The Matrix or something - I think Simplicity has one), shorten it, close it with the frog clasps you see in the picture (I think that's what they're called), then add the hoodie/flappy thing. You might be able to find a sweatshirt or hoodie pattern somewhere and mash the two together to make it work!
