I believe it's called a jabot (prn: jhabow) :) I don't know where you could buy one but I hope this helps your search.

a cravat and a Jobot are two different things.
A cravat is what Alucard wears in Hellsing
A jabot is what Raphael wears in Soul Calibur 2

I know this must be a common problem but I can't seem to find anyone who knows how to make Integra's tie. Or maybe something I can follow so I make it right. I need help and fast.

Integra's tie looks just like a really floppy bow to me, it's the cross pin that keeps it down like that I believe.
