what i did was take a CD, cover it in fabric, sew around the edges. then take a piece of cardboard (you can use plastic, like for folders and the like, too.), make into a tube in the appropriate size. make a tube of fabric, slip over cardboard or platic tube. sew to the base with a buttonhole stich. make sure you use small stitches so they are not too easily visible. use a circle of cardboard or plastic, fold the fabric edges down, and take the fabric-covered circle and place it on top to seal it off. stitch around it to keep in in place. add ribbons (add them more towards the back, it does not pinch your ears as much), and add whatever decorations you wish.
mini-tops hats are actually really easy~ <3

My sister made a mini top hat (I have a few pics of me wearing it in my gallery). I think she bought the hat at a craft store (most likely Michael's) in the doll/teddy bear clothing section. It's decorated with mini playing cards that she made out of felt (to give it an Alice in Wonderland feel) and ribbon. She attached it to a headband so it could be worn easily and wouldn't slip off, but you could also attach ribbon to it and tie it under your chin instead.

or, you can do what i've done with the ones i've made for costumes, most especially my yuuko, and attach two toupee clips (aka, wig clips). one at the front and one in the back.
they cling to your hair and totally secure the hat.

They aren't that hard to make, I think the felt teddy bear top hat is one of the best ways to make one. Add extra felt if needed. You can usually get them at any craft store...This (http://adollysworld.com/felt_top_hat.html) is what they look like.
Now, if you are bent on buying one, This site (http://www.fanplusfriend.com/servlet/the-247/Gothic-Lolita-fdsh-Prince-Look-cln--Scallop/Detail) has one for pretty cheap even with overseas shipping. Mini hats get waaay expensive in price, especially with Baby the Stars Shine Bright and Metamorphose. So, your best bet is to make one.

$50 (shipping not included) for a mini top hat? It's cute and all, but I could whip one of those up for under $20 easy... That seems like a real rip-off to me.

If you have a Build-A-Bear nearby, go there and check to see if they still sell tophats. I know I got one around a year and a half-and I don't think it was that expensive. ^_^

If you want a really small one mine that i bought off ebay was something that looked like a plastic (maybe moulded into that shape) a bit like what biscutits come in in tins and it was covered in black lace and decorated. It looked pretty cute and was cheap

You can make one using a foam cup and partially melting it in the oven. It melts from the rim into a hat shape, when it cools you can paint it and add the lace and whatnot. My Nana taught me this and I give them to my friends for birthdays, they still havent figured out how they are made.

cosworx has them or you take 2 peice of card bord cut two like a circle and one just fold like cylender and then glue them (one circ on bottom then cylender then circle for top) cut two holes on side (of cylender) (for ribbon)
then you sew your fabric on and it should look like...(Click links below)
P.S. no thats not me

As long as you're here, you do know GL and Aristocrat have fashions appropriate for men, right? It's hard to pull off, but if you get it right without looking like some sissy goth band reject then you win big time.
So far as I know, mini top hats are more for the girls than the boys, but regular top hats on gents look quite dashing. You don't even have to be wearing EGA for it; I am frequently charmed by a man wearing a top hat, so long as he wears it well. How those ever yielded to trucker caps I will never know. Screw you, Von Dutch! SCREW YOU!
I am still on the lookout for an appropriate top hat to wear with my wedding gown; I'm thinking I'll have to cave in and make one, after all.

Yes I know I WIKI all the hobbies my friends mention. I'm working the repair station and watching the cosplay room and I told the kids that if I were working the room when they have the Tea Party (for only Classic, Elegant and Aristocrat Lolita styles no punk Lolita) I’d dress as the Mad Hatter to blend in. If I'm there during the GL panel and fashion show I'll wear a buster brown outfit with a sailor hat and velvet short pants.
I was trying to get some other guys to go as Teddy Boys from the 50's who wore retro Edwardian Victorian suites then we can take off our derby (in a hat box from England with a receipt in pounds) and Karaoke the Stray Cats
I have over 100 hats and none of them are what I think you mean by "trucker hats”, baseball hats with company logos, I only have uniform hats and gentlemen’s felt hats
And I'm VonDan not Von Dutch
I have made some crazy all saddle leather top hats I call the Mountain Dandy that Black powder guys like to get and decorate with animal fur and feathers so I think I could make a mad hatter hat (Also need to make one in red and white to prove to the shadow cosplayer she looks like the cat in the hats daughter "Green eggs and Sushi" not a hedge hog)
And then you're going to rock this tea party, rock it inside out?

I made a trip to hobby lobby once and they had the perfect little black hats for lolita clothes. They were for dolls, and that's why they were so tiny.

Normally those are way too tiny, which sounds really stupid, but typically they're only around 3 inches tall and about 4 looks better.

1. Nonono, I know you're VonDan, I MEANT Von Dutch (http://www.vondutch.com/), widely responsible (along with Ashton Kutcher) for the Trucker Hat Epidemic (http://en.wikipedia.org/wiki/Trucker_hat) of two or three years ago.
2. Everything after that bit confused me. Less esoteric, please!

Depends on the doll. I suppose she could have found some that weren't too small, because some dolls are larger. A top hat for an ordinary 18" doll might be pretty close to perfect for a Lolita top hat. That's what I may go for, if I can get my hands on one...

Well it does depend on the size of the doll, but most of them I've seen have been too small.

Egads a gentleman should never wear such a hat outside of the workshop or field work ware it is needed to keep sawdust and mettle shaving out of the hair.
the last part i was saying
1. I have made some top hats but they are not elegant they are more rustic made from saddle leather. I call them the Mountain Dandy Top Hat as they sell to men who like to dress as mountain men and shoot old fashion black power guns. More often than not they want the hat unfinished so they can add more parts from dead animals to the hat and win their version of mountain man cosplay.

2 With such a skill set I do believe I can make an over sized Mad Hatter Top hat
3. I must make a red and white top hat just like the cat in the hat for a friend who cosplays shadow but I think looks like cat in the hat. We have a dare that if I make it she shall do the poem Green Eggs and Tofu

I know this thread is older, but it comes up as the first hit on google for "mini top hat" so I figured I'd post a link here. Here's an etsy store that does mini top hats and takes custom orders as well: joeireedhats.etsy.com
I've attached one photo of a hat in the store. Here's a direct link:
