Well, I've fallen in love with this little outfit from Gosu Rori Volume 4 (see attached file) and would love to make it.
However, I have a guy friend who will be coming with me to my next convention. What kind of suit or style would be best if we wanted to match? I'm really really unfamiliar with all the styles that are available for men.

Very cute! The style actually reminds me more of styles from the 1930's or even 40's than Victorian or Baroque costumes, particularly in the bodice and with the flower-adorned hairstyle; maybe you could take your inspiration from there and style his outfit after evening dress for men in that era?

You know, I was trying to put my finger on it, but you said exactly what that costume reminded me of. 1930's/40's era! I'll definitely check around and do some research to see what kind of men's evening wear would fit with the style.
Do you know what sorts of things I could do to make his formal wear more loli-esque? As in, what kinds of features would an outfit or the accessories have to classify it as "Lolita"?

Well, men don't generally get classed in with the term "lolita" unless they're cross-dressing, as that's pretty strictly for female fashions.
Men's clothes are classified, typically, as aristocrat, dandy, prince, ouijisama, or kodona. Aristocrat and Dandy are more mature-looking, i.e. men's fashions, whereas kodona and ouiji are based on boys' Victorian fashions and tend to feature knickerbockers, suspenders, and newsboy caps. Actually, depending on what your friend's willing to wear, the oujisama style might work very nicely (ever seen "Newsies"?)
