*wince* Be very careful about calling G&L a costume--since it is a fashion, some people get pretty offended.
I think it really depends on how nice you would like the dress to turn out, and what kind of loli you're going for. Go into a fabric store and browse. Pick up the fabrics, try to find one that's not too heavy, not too light, in an appropriate color or pattern. By appropriate, I mean, don't go for that pink vinyl, or the purple leopard print. By not too heavy, realize you'll need to have a petticoat under it, and you don't want it to be flattened!
Most G&L dresses use shades of white, off-white, black, pink, and blue. Clearly you can use other colors, but you'll have to be more careful with the design if you want it to be recognized as lolita.

Not to hijack the thread, but in a similar vein, the costume (it is a costume, not an outfit, sorry) I'm doing has a satin apron. I know satin is widely frowned upon but believe me, it's what I need. What kind of fabric can I make the dress out of so that it will compliment the satin but not compete with it? While broadcloth is supremely affordable and comes in a million colors, I'm afraid it will be too cheap-looking (even though the satin I'm using is $3-a-yard costume stuff). Sadly the theme of the costume procludes the use of pretty much anything patterned.

it really depends on how shiny the satin is.
i have tested a few semi-shiny things (the cloest thing in sheen to a satin i have is a silk taffetta... >>) to a few materials, and that amount of sheen looks good next to either a dress shirt weightish material, or a sheeting type material. broadcloth would look way too cheap. but since i do not have a shiny satin around, and i am assuming it is fairly shiny as it is a cheap costume satin, so i cannot say with any amount of certainty what will look good. but i say go with anything that is similar to broadcloth in texture (as in smooth and a cotton or cotton blend), but heavier and less cheap-looking.
as for actual lolita cloths, what i am wearing now is a skirt made of a mid-weight twill and a very lightweight, smooth-texutred blouse. for a skirt you may want to go a bit lighter on the material, though. for a dress itself, i honestly have no idea and have been wrestling with this question myself. i have a dress that i made out of old bedsheets. not the best material, but it still works well on a budget. :P
