It is Fujioka Haruhi's pink dress from Ouran High School Host Club (episode 2!).
I'm not really sure what kind of fabric to use because I don't want to make it out of anything too shiny, but don't know if I should use cotton either.
Any help will be very much appreciated. Thank you! =D

Any kind of dull satin would work. It's a high quality fabric that's not too shiny but will still have a slight sheen to it. It can be a bit expensive, but that's perfect when it comes to Ouran =). If you have a JoAnn's near you, their Casa Collection of satin is good, just sign up for their coupons to help save you some money. I used it for my Jam costume so if you want an example of what it looks like look in my photo gallery.

Look for duchesse satin, aka peau-de-soie. It's a heavyweight satin that's low sheen.

Some of the gorgettes or crepes would work, too, IMHO. They're light and flowy, though, so you'd most definitley have to line it. If you want some small shine, though, go with what was suggested.

Charmeuse was the other word I was trying to think of when I wrote it. Just walk around the "fancy fabrics" section at your fabric store, feel them, see how they drape, that sort of thing. Often it's referred to as "bridal", since a lot of the fabrics are used for weddings.
