i think this (http://i248.photobucket.com/albums/gg163/Kiba_Inuzuka_and_InuYasha_Fan/MisaMisa.jpg) pic shows the skirt a bit better and this (http://i80.photobucket.com/albums/j178/animerapeistXD/Death%20Note/Misa/Misa.jpg)one..
so it looks like a black skirt with a white strip on the bottom
the top looks pretty good .. but the first skirt looked a bit flat .. and the second seem too puffy ^^J

I would check out some gothic loli skirts. You could prolly find a very very similar one. I would also suggest using a petticoat as it appears she's wearing one.

Two words...Hot Topic. That would be a good start. You should also check out the pattern stores too. The halloween patterns will be out by now and I've seen a lot of patterns similar to that dress or at least similar enough for you to work with.

I looked at hot topic and found the perfect top[shown above]
but when i looked at th skirts they were either to small or to puffy.

Ok so i looked into the gothic lolita skirts and heres what i found
does anything look correct?

they look alike...
but i think one could be longer than the other....

those are really nice.

the thing is that loli skirts are usually to the knee and misa's is way shorter. although going longer might be good for the poofy look. i dunno.

so should i alter it and cut some of the length off?

I think the second skirt looks more like what she's wearing in the pictures, since it has a black strip of fabric along the bottom, and not those multiple layers of poof towards the bottom the first skirt had.
As far as altering it to match color-wise (since she has white around the bottom of her skirt instead of black), if you would get the skirt, and if possible, remove the black strip of fabric towards the bottom and put white in its place, it would look nice.

As for the length of the skirt, most loli skirts go to the knee (as someone mentioned before). What I do when I buy a skirt to use for a cosplay (instead of making it myself), since I get nervous I'll mess up if I cut it, instead of wearing the skirt at the hips or the waist, I actually pull my skirt up as far as I can (so usually the top goes completely over my stomach), and no one is able to tell, plus I got the short skirt length I wanted. ^^
And it's not as uncomfortable as it sounds.
Now, I'm not positive that'll work, because the skirt poofs, but you can always try it and see. And, if not, you can always cut off some of the length, and just add the white strip and the black lace to the bottom of the skirt where they belong. ^^

I hope I was helpful in some way, and good luck on your outfit.

in the same store where purchased or buy stockings, in this case it is advisable to make heaters, but only in some sexy lingerie shop or a sex shop n_n

Hot topic has them. But it's better to go into the store to look at them to make sure they're what you want. I wear arm warmers and thigh highs in real life and get mine from there. =]
