I know there have been a few threads here in regards to World of Warcrafts wonderfully puffy/glowy/gravity defying shoulder armor. Well, I'm kind of just stuck at square one. I know what I want to do, but the nature of what I want to replicate is just boggling my mind.

Here are some pictures of what I want to do, I'm just unsure of what materials to use and if there'd be time for me to incorporate maybe a glowy LED or, well, they're so unrealistic I'm not sure the best materials to use to represent them:

Anyone? I thought of using wonderflex but I don't know that its worth it when I've seen some foam tutorials of bending stuff over your shoulder that you can get at a craft store for like $1. Just looks like it takes a lot of time.

I'm thinking I can use paint and not worry about an LED effect at this time and would have each shoulder have a strap going to my other shoulder. Still just not sure what materials to use to make this bit.

I'm also trying to figure out what the brown ruffles on the ends of the some of the parts should be made out of. ANy suggestions? Unfortunately I'm not too familiar with all of the potential materials out there to use for costuming.

Hey, I know this has been a while (less than a month or so) but the brown ruffles look like you could use fake fur or craft straw. Also, if you really wanted it to be glowy... LEDs are probably your best bet but I've never worked with them.
