I'm trying to figure out what I shouls use for the body suit...
Here's a picture of her normal skin tone:

And here's the two zentai I might use...

Both are on this site, and I would have made a link to each, but due to the poor set up, you'll have to navigate. If you click on "Spandex and Lyrica Zentai", you'll come to the page with the two options I'm looking at. I'm deciding either between the Silver Blue or Silver Grey.

I'm also at a loss as to how the paint it, Should I airbrush?

I'd start with Silver Blue and try dying it; start with a part that's gonna he covered up anyway, and see how it goes before you do the whole thing.

Also, AND THIS IS IMPERATIVE, you gotta go to coolneon.com and get some of their wearable neon. Oh my god, this is the perfect costume for that! Can you imagine! AAAH!

(Oh damn - apparently the generic term is EL Wire, and everyone else has already said it. Frikkin' newbie self...)

First off, gotta say I'd ask the Zelda thread. There are a bunch of great Midna cosplayers that could help you out. =D
And I'd get whatever's closest and work from that, or perhaps airbrush it. Tyhm's suggestion could work, but dyeing synthetic materials involves a process called Acid Dyeing that greatly weakens fabric--and for fabric that may be covering naughty-bits, this could end badly. But I really like that silver-blue, so maybe buy some black fabric paint and paint on Midna's black parts.
