Around the foot the boots fit fine, however they are very loose from the ankle upwards, and as I walk they move back and forth. Is their any special way to wear them, Should they be worn with knee high socks or something similar underneath?

From what I know,m Jackboots are meant to be loose from the ankle up. I know Major Ocelot from Metal Gear Solid 3 wears them (reference picture here http://jonathanpthomas.com/shadowmoses/wp-content/uploads/mgs3-characters-ocelot.jpg ), and they look pretty loose on him. Not too sure if the colonel wears actual jackboot, but you could try making them less loose by maybe stuffing loose fabric around your feet...? Sorry if that doesn't help too much, I'm honestly not sure what you could do in a situation like this except take it to a shoemaker or something >.>

Thanks for a the reply, they look right when I wear them, and when I have the bottom of the trousers tucked in they look great. Their looseness just feels wrong for a military outfit.

Maybe, maybe not. Too-tight boots interfere with marching, and can become a serious problem. If they look right and they're comfortable, I'd say go with it.

They were probably loose so that the military pants could tuck into them. If the fabric of your pants doesn't fill them entirely, you could always shove some things inside them to make them tighter.
And it figures I've already ordered my boots, but those ones are in fact perfect XD I'll have to keep them in mind!
