If this in the wrong place feel free to move it!

I am making
Toeto, Luka Megurine from Vocaloid's shy self. (http://1.bp.blogspot.com/_8gO4VfaoCiM/Swm6gXVQGqI/AAAAAAAAA6I/md1Mye6QpEE/s1600/megurine_luka-toeto_fuuni.jpg)
And the pattern I bought is perfect except for the neck line. The neckline on the pattern looks like this: x (http://www.sewingplace.com/index.asp?PageAction=VIEWPROD&ProdID=6125)
I need to edit my pattern to have the type of collar-like thing in the ref pic.

Any suggestions on how to do that?

That's going to take a while to get a collar on that and to get it perfect. Measure the neck line on the dress, plus seam allowance, and that's how long the collar piece needs to be. Draw the collar out. It'll look something like a rectangle.
Then you cut out two of the collar pieces, and one collar piece of interfacing, fuse the interfacing to the wrong side of a piece, sew the pieces with right sides together leaving the bottom seam open, flip out, and then sew one side to the outside of the garment with right sides together. Then you press up a seam allowance on the facing of the collar and pin it in place over the seam on the inside of the garment, and stitch in the ditch.
You may have to raise the neckline on that dress, too. That's even more work.

Trust me on that.

Thanks you for your advice. That is going to help a ton.
I have a feeling there will be quite a few mock-ups. xD

same what make said the only thing is that if u make the collar rectangular squared it wont work correctly. collar u cut out should look sorta like this (http://img43.imageshack.us/img43/9862/collarkp.jpg). you need the curve. what i'd do is get an additional pattern that has the neckline you need and use both to cut the fabric out.
