I don't know if said renaissance festival is over yet, but here's (http://www.cosplay.com/costume/272064/) another user who made a really good Dread Pirate Roberts cosplay. Unfortunately I don't think I can help much in terms of how to put it together because I'm sort of a cosplay/sewing newbie myself. I also don't really know where you can buy any/all the parts of it, although stuff like the boots, gloves, mask, and maybe the pants can possibly be bought somewhere. If you want to try sewing it, you can probably find some good fabric at most fabric stores (at least the color itself isn't weird or anything). I'm not very good when it comes to prop/sword construction so you'd have to look around (perhaps over in the props/accessories/armor forum). Sorry I can't really be of any more help than that, I'm sure there are people around who would know about this more than I do, though!

Edit: Actually, according to one posting I saw online, somebody used this (http://www.etsy.com/listing/47216734/butterick-4486-unisex-shirt-historic) pattern for the shirt. If you can figure out how to sew/use the pattern (or know of anybody who does know how), I think something like this would actually work pretty well!
