I need some help on where to start making my Kairi costume. Should I make the shirt first of the skirt and what patterns should I go by?

Okay. I've done Kairi and she can be a surprisingly difficult costume depending on how accurate you want to make her. Check it out somewhere in my gallery to see the end result. The tops were easiest for me. I had a pre-existing spaghetti strap tank top that I sewed purple ribbon to and shortened. I used a basic pajama tank top pattern and made the black top out of plain cotton and edged it with white bias tape.
The skirt was a horror. An absolute horror. It was made of a 4 inch belt-like structure and two flaps. The fabric was some sort of lavender eyelet material with might be tough to find, so you can probably edge normal fabric to do that scalloping thing. Made the shorts out of the same thing with an elastic waistband. The skirt closed on the side with the button. There were some belt loops too. The belt was some kind of blue fleece and the belt buckle was BS-ed out of Sculpey.
The shoes were found at allheart.com which sells nurse scrubs and clogs. The clogs are oh-so-comfy and not too pricey if you get them on sale. I used acrylic paint to color them and added ribbon and those little sqeezy-tightener things. All armbands were made from fleece I had lying around. Look into socks glue from jlist.com to hold up said armband. All in all a lot of detail work, but worth it.
