I'm attending a halloween party in November, and I got the brilliant idea to come as Scar from the Lion King movie. It's great, and I've never seen it done before (a full outfit, not just facepaint). Now, as it turns out, finding proper wigs is quite hard for a newbie such as myself. The facepaint part I've got complete controll over, but finding a black, slick Scar-like wig proved to be a challenge. I found some Dracula-wigs that might work, but I'm wondering if any of you knew of one. But that's not my main concern. My main concern is where to get the mane (long and black), his tiny beard (white) and black fur to glue on the elbows.

You might want to look into Arda wigs. They have some great stuff in all types of styles, lengths, and colours. And the material that all their wigs are made of mean that they can be heat styled and dyed. The fur you might wanna look into the wiry large braids of hair that they sell for facial hair making...I can't remember if it's mohair or something else, but just look up some cosplay beard tutorials online and most of them reference the bundled hair :) hope this helps. I actually did Scar with costume, but my own hair not a wig.

One of my good friends just cosplayed this recently - she used crepe hair for all those hairy bits you mention :)
