Katie Bair did a WONDERFUL Shiva from FFX. I recommend checking out her site, since she goes into great depth on her costume.

I wonder if she should have tried blue fabric dye (the Rite dye) to dye the stocking, if that would have been better....

This stuff is probably some of the best makeup out there: http://www.reelcreations.com/
Its a little more pricey than most make-up, but it does hold alot better. I reccomend actually giving them a call and letting them know what you want to do.

REEL is going to do the trick I think when the time comes I'll buy the stuff but for now I'll concentrate on the liquid latex for the dark blue areas of Shiva and when Otakon is about a month away like the middle of June or something. Yay Thankyou guys this was alot of help!

I don't see why a bodysuit is out of the question. There's nothing wrong with a little modesty.
You can consider investing in an airbrush makeup kit, which would help for many future costumes, but that will be pricey. Especially to get a compressor. However, that will help you get a nice, even, and quick coat. And it will help get some nice gradients going for the shading details.
I still say there's nothing wrong with a bodysuit, though. Easier to reuse, as well.

I've worn full-body makeup a number of times and let me tell you...a bodysuit is a good thing. Not for modesty, as I have none (ROFL) but for prep time. Applying full-body makeup so it looks good takes a LONG time. If you airbrush a bodysuit so it looks like your skin (shadows, highlights etc.) then you can just throw it on and paint your face...maybe 30 min. versus 3+ hours for full-body.
