well, use some black liner to line around the eyes. You may even want to try liquid liner. And try lining the inside rim of the eye. If you have no makeup experience you may want to get a quick crash course from a cosmetic counter. eyeliner is tricky.

Dark colors in general make things look smaller. What Nekhochan suggested is a good way to go about it.
Apply a dark color (charcoal grey, navy blue, or black) eyeshadow all over the lid, even more in the crease area if possible. Line the eyes with a black liquid liner or pencil. If you line the top and bottom of your eye it will make them look smaller. Use a light hand or you'll look like a football player.
Rimming the inside of the eyelid is tricky (and often discouraged as it can lead to an infection) but the premise is to minimize as much "white" of the eye that you can and since the eyelids are pink they can attract attention.

Agreed. Line in dark, dark, dark colors. Don't apply it heavily underneath the eye though; you'll end up looking like you're REALLY tired--a phenomena known as the "sunken eye" look, which, unless your character is dead, is not a good look.
