I'd like to think we're working on a relatively origonal idea here. we're making Izumo and Kotetsu, but heres the problem we've run across...

Maybe you could use a similar chin strap from a bike helmet and just dye it whatever color it needs to be?

But it covers his entire neck as well. And a bike helmet strap would be a bit to bulky.

I would suggest under armor that has a slightly too long neck. You could flip it up over the chin and though it might not be the most comfortible thing ever, It would form fit to your neck and ace.

I checked out the under armor stuff, and the only thing I could find that would work was a $30 dollar mask that I would have to cut up. And without knowing anything about under armor, Im going to pass on that option. 30 is just a bit pricey to experiment with.

Any other ideas?

Just use a balaclava with an open face. I'm pretty sure that's what it's actually supposed to be.

Yup, that's a balaclava. Just get one of those, and put your bandana on over it.

I would construct the piece to go around the chin and neck and to be a stretchy matarial so it can conform to your face and body. Then I'd tape it on, although I'd use craft tape. That's what I'd do ^^;;
