The props department where I went to university had one of these. I was wondering when someone would get the idea to make Anbu masks like that.

I have had some success making masks out of papier mache and then covering them with putty and sanding them smooth. They often end up fairly heavy but are easy to make and produce a good appearance.

what about using paper clay? You can sand that stuff so that you don't have any bumps. You just have to use a fine grit sandpaper to make sure that the mask will come out smoothly.
I used a foam wig head as a base and put plastic wrap over the head to make the papermachie easier to remove and then applied the papermachie.
To make mine I just used regular papermachie and made sure that each layer that I applied was as smooth as possible. In between layers I put gesso to make it stronger. I think I used about a total of 8 layers with in between gesso. The top layer got like 2 coats of gesso in altenating directions to make it extra sturdy. I think that my mask came out pretty good.
I made a regular mask though not one that had any kind of animal form though...
