Considering the style, I'm pretty confident that I won't be able to find them in a retail store easily. So I've decided to go with making my own boot covers.

However, I can't figure out how to do the top part of his boots. In my reference pictures, they don't look like they've been turned down - there's no line to indicate that, at any rate.

So how would I be able to make the boots so that the fabric kind of 'falls down' as though they're too big, but don't flop over?

I'm not sure how clear that was, so here are a couple images:

I think you could just cuff them, personally (thats what they look like to me)
Alternatively, you could put a layer of interfacing in the top, then scrunch the boot tops down- the interfacing would keep some of the structure. Or even sew some vertical elastic to wrinkle the tops.

By far the easiest would be to cuff the tops.
