well i have started this costume i have the ribbion, the shoes, i'm making wings, and have started the top half of the costume, i just can't work out the skirt. does anyone have any tips or helpful hints or something that could help me thanks. this also has an attachment of a picture of the costume i have picked. (that's if it works)

a peticoat (sp) for the top half would work to make it more fluffly but im not totally sure on overall trying to get the rest to shape.

Use pink chiffon or tafetta for the skirt. Use a pannier or polonaise undernieth to shape it. (usually sold at wedding & vintage stores online)
If you want to give a youthfull illusion, use the empire waist hemline used in Regency gowns.

Very nice and detailed post, LikaLaruku.
I was thinking that for the shape and the fullness that the skirt part could be gathered (like cartridge pleating) and sewn onto the bodice upside-down so the top of the skirt poofs out a bunch. The dress almost seems to have an invisible hoopskirt. Gotta love the gravity-defying anime styles.
