Basically this costume is one of a number as part of a special cosplay project of the Michigan Cosplayer's Society. My particular one is a "Sailor Garra". The general concept is basically Naruto meets Sailor Moon, where the male cast of Naruto is being given a slightly Sailor Senshi twist on the whole Sexy no Jutsu form. This particular costume takes most of its insperation for color and style from the Kazekage version of Garra, with little bit of Byuakuya from Bleach for a few other accents.
