Last Minute Cosplay!!!
The costume I was planning had a last minute hitch so I went with my back up Idea. Throw a bunch of random stuff together and create something on the spot.
While not The Doctor himself. This Timelord was a member of the race before the last great timewar when the Time Lords were wiped out
