Really easy costume to do. Use poplin twill for blue part of the outfit, knit for around the collar and belt. I used a Misty wig for Katara's hair. Bun was made by wrapping it around a curler. Fake fur was added to the bottom of the outfit since she is from the artic. Pendant I made out of resin with a chocker I bought here on cosplay.com.
