This is Shinichi, who later becomes Conan, in his "work" clothes. That is his blue suit with big red bow tie. It can be seen in the opening/closing credit sequences of the anime series, the beginning of episode one, and in cameos throughout the show. A simple with clothes from thrifts stores and the tie was bought online. Props so far include a soccer ball, and a Sherlock Holmes novel book.
