Super easy~ I already had my hair cut like Mio's, and I even act a lot like her, so it's the perfect cosplay for me 8D

I made the top hat, the cincher with the bow, and her armwarmer~ I bought her tights and her shoes~ I altered an old skirt that's too long into her dress.
