Toph is an earth bender, so it does seen reasonable that she would be wearing an outfit made of roughly woven fabric. BUT you must consider that she comes from one of the most affluent families in the Earth Kingdom, so she's more likely to be wearing silks and brocades. The arm and leg warmers are made of pleather and lace up through five sets of eyelets. The gold trim likes to come apart.

All of the materials here (except the wig and stiffening) were purchased at Joann's. The brocade was bought on sale, so there wasn't a large selection. Nevertheless, I think the pattern is appropriate.

The bun was made out of a large piece of black fleece, then stuffed with stuffing and covered with wig hair. This piece then got sewn onto the main wig cap. It's rather heavy.

I modified a kimono pattern for the white garment and the kimono underneath is a short kimono with a green brocade collar. The green kimono is held closed by a kimono clip called a korin belt (envision a piece of elastic with clips at the ends). I originally tried snaps to keep the collar closed the right amount, but that SO did not work.
