Scarf-tan is the fan name for a character the animators threw into every episode of Tiger and Bunny as a joke and by the end of the series I realized that all the screenshots I had of her gave me enough references to maker her outfit so I had to. Jacket is a modified pattern and the dress is loosely based off of a dress one of my friends has. Wasn't able to get all the folding that her dress has in the anime but I wasn't really able to figure out how it was even pleated in the first place. Boots are a pair of old uggs with fabric glued around the top (I think they look much better this way), white scarf was bought at Walmart for $5 and the pink scarf was an old silk scarf my mom gave me.
