This turned out to be a rather simple costume!
Wig: Purchased on ebay from fashiongarden3000

Petals: I bought some fake flowers, pulled them apart, cut them to size, and glued them to bobby pins.

Dress: I used a simple empire-waisted pattern. The material was a satin spandex mix that was found on the red tag rack at JoAnn Fabrics. The sleeves are chiffon tubes and I tied a ribbon under my bust.
