This costume was mostly made by myself for a friend.

I completed:
The dress, including trims and pockets, and "viel" as a I call it.
The cuffs.
Some accessories, though a lot we worked together on (the shoulder epilets, for example)

Jenny, the cosplayer in question (hahahahahah) did the wig, the crown, found the shoes, and also payed for everything.

The costume was started about a week and a half before the con, and worked on simultaneously with my Utena costume. I prob spent about 5 hours with it, and the result is wonderful.
