umm...why not wood? wooden swords are almost always convention safe and that's what I make all my props out of. I can make you a wooden one for $90.

Sorry, here is the guideline for swords(katanas) for the convention I attend.
BOWS, SWORDS AND OTHER PROP WEAPON GUIDELINES
Bows are allowed only if they are rendered incapable of firing a projectile. Arrows must have blunt tips.
- Props constructed using metal, hard wood, fiberglass, glass or hard plastics are not allowed, even if wrapped in or covered by a softer material (i.e. cloth)
- Cardboard, foam, balsa or other light, craft-type wood, light and/or soft plastic or any other material with give (yields to pressure) are acceptable.
- No sharp edges are allowed on any material.
- A good self-guideline: if the weapon or prop breaks when it hits someone, there's a good chance it'll be allowed; If someone breaks when the weapon or prop hits them, please leave it at home.
