I really don't have any instructions to offer other than what I've posted in photo descriptions and in the costume description (http://www.cosplay.com/costume/96519/). I'm not sure how much fabric foam costs, but I regularly find exercise mats like the one I used at Ross and TJMax for around $10. I'm sure that other discount and thrift stores have them too, although you may not find one at the first store you go to.

Hello! I'm in the middle of planning a midna outfit, and have the suit all figured out (going to use your leather padded feet, I didn't think about that XD). I've been looking through your helmet pictures, and I was wondering if you could also send me instructions on how to make the helmat. I saw one woman use fabric foam but prices on that is $.$.
