Probably supposed to be part of the pants, but mine are separate.
Managed to use entirely materials I already had; styrene plastic sheeting inside, mutilated my ol' Black Mage hat for the right color felt, backed with more black knit because there wasn't enough felt, and painted the circles on for lack of decent color fabric.

Now I just need to figure how I'm going to put them on my hips...
